The foundation's primary mission is to increase incomes, revenues, and jobs by promoting self-reliance and market-based solutions to poverty. USADF targets marginalized populations and underserved communities in the United States, as well as in Africa. It partners with African governments, other US government agencies, private corporations, and foundations. It was established in 1980.

The president designates one board member to serve as the Chairperson and another to serve as the Vice Chairperson.
