The C-4 visa is designated for noncitizens who are traveling to the United States to join vessels engaged in lightering, or the ship-to-ship transfer of liquid cargo. It is sometimes issued in combination with the D-3 visa (C-4/D-3), which actually permits visa holders to work in lightering.
C-4 visa holders can stay in the US for a period of 180 days or less.
The State Department does not maintain a cap on C-4 visas.
