Average household size of people in subsidized public housing

The Census Bureau's definition of a household includes "the related family members and all the unrelated people, if any, such as lodgers, foster children, wards, or employees who share the housing units." A household is everyone in a single living unit, regardless of their relationship to one another. Roommates living together in a single-family home are considered one household, even if they keep separate finances.
