Midterm registration rate compared to total voting-age population

This rate is the number of people registered to vote in each US midterm election divided by the number of people aged 18 or older at the time of the election. Since there are members of the voting-age population who cannot register to vote, such as non-naturalized immigrants and felons in some states, this registration rate will never reach 100%.
